Let us take the history of Nepal in three periods.
Pre Historic period- Buddha's Period, that includes Gopal Vansi, Mahishpal, Abhir Vansi, Kirant Licchavi and Khas Nag Bansi.

Then mid historical period when the great Licchavis and Mallas states were divided into 22 and 24 states means turned into 52 states known as Baise and Chaubise  Rajya.

Then Modern Nepal after the unification of all the kingdoms originaly the original Khan Kings later renowned as Shah Kings of Nepal.

What does it mean?
According to the old scriptures like maha Puran. A Sage name Ne came to Nepal and meditated in the mountains and hills of the Kathmandu and named under his name Ne muni and pal means the guardian of the citizen of the Valley.

According to the history Lord ManjuShree came from Tibbet China entered the valley then meditated and prayed the Swyambhu nath, He got the power on his sword cut the hill of the chovar, so the water went out through it, and it was a good place for the people to settle down in the Valley.

According to the history the Kathmandu Valley was filled with water. some say Lord Krishna entered the valley with his Gopal Bansi and dried the water so that the people could live.So his men and followers Gopal settled in the Valley named Gopal Vansi.

Mean while the Gopal Vansi means a cowboy were ruling the Valley. Gopal Vansi people's job was to look after the cows, so they use to milk a cow. One day the cow did not give the milk. So the King thought why did the cow did not give the milk, so he thought of going after the cow that what it does. There mystery that the cow went to the jungle and milk it day by day. The king was so anxious to know that what was there, so he went with the group of men and dig it, all of a sudden a rays of bright light appeared and then men were all destroyed. It was the form of a God Lord Shree Pashupati Nath. The people gathered and formed a temple and worshiped the God and Shree Pashupati Nath.
